The proposal was based on the possibility of designing a new centrality recreating the existing development center, understood by all Liberty Square / City Hall County as a continuum with the consolidated area and transition to a new urban area. The patio is understood here as the memorial element of the typology of rural housing and as a resource for energy efficiency and environmental quality of the proposed building.
This results in an orthogonal matrix that shaped to the topography “draws” four patios at different levels, around which the building and the surrounding public space building takes shape. The square brings together the function of the outer courtyard of the building, as well as public space of shorter or longer stay and leisure area. This space expands with the connection / continuity of the patio that is established to another level and consequent relationship with the Urban Park predicted at North. Together with these public spaces, are established at Northeast two courtyards with restricted access that directly serve the functional program and that boost broad panoramic views over the valley. In order to impose an element of urban reference is assumed, with the axiality of the Town Hall, an independent building where it accentuates the volumetric relation to its surroundings, where is located the executive program. Volumetric and in terms of implementation, the building reflects the dynamic topography and the relation with the Avenue area proposed for expansion and alignment with the exits of the consolidated area.
The formal option of the Patios allows a classification of natural lighting, reduce noise impacts and increase relative humidity which will involve evaporative cooling. Also, the green rooftops can lead to the retention of water for cooling the interior space and visual comfort.
